This tube connects to the front left side heater box and goes up to the heater flapper valve. The bracket bolts to the front side of the engine firewall tin. The bottom hole is round from 1972-1974 and 1979 (the 1975-1978 style has an oval hole). This style tube is also correct for air-cooled 1980-1983 Vanagon.
